JDQ has been preparing Environmental Documents since the 1980s and our current Chief of Environment wrote the first manuals for the Illinois Department of Transportation as head of their Environmental Section. In addition to the many reports he reviewed and approved during his DOT years, the firm has provided environmental services for highways near Springfield, Shelbyville, Hodgenville, Bowling Green, and Cloverport in Kentucky; and Thebes, Illinois. A current project is the management of Public Involvement for the US 20 Location Study – 48 miles of location for an expressway in northwest Illinois. JDQ began environmental work by conducting environmental studies related to highway planning and design. The first environmental procedures manual for the Illinois Department of Transportation (IDOT) was written by our Springfield Branch Manager during his tenure as IDOT’s Environmental Policy Specialist and later its Chief of Environment. JDQ has been responsible for the full range of environmental studies associated with highway project development.

JDQ has since expanded its environmental capability into non-transportation areas. Many of our environmental specialists have worked in state and federal government agencies. They know how to interpret regulations and coordinate regulatory matters. Their success in handling controversial public projects has helped governments and businesses.
