Project Description:

 

The project consisted of studies, cost estimates and recommendations for constructing a by-pass around Springfield, Kentucky to remove the through truck traffic from the downtown area.  Alternate alignment studies were made, grades studied, a planning technical report was prepared to upgrade the Department's existing Planning Report and Environmental Investigations were initiated resulting in a Finding of No Significant Impact.  A Public Scoping Meeting and a Public Hearing were held on the project.  Phase I Design resulted as a result of public comment.  Additional analysis and environmental studies of modified alignments were begun including the extension of alternates westward to existing US 150 for future continuity.

 

The Consultant was responsible for:

 

1.         Environmental analysis and report preparation.

2.         All studies, cost estimates and recommendations for preliminary alignment.

3.         Exhibits for public meetings and hearings.

4.         Technical Memoranda as a supplement to the Planning Report.

5.         Preliminary geotechnical overview.

6.         Preparing and mailing agency coordination documents.

7.         Providing proposed right-of-way and utility requirements to the Department for estimates.

 

The Department was responsible for:

 

1.         Providing traffic information.

2.         Conducting public meetings.

3.         Photogrammetry and manuscripts.

4.         Preparing right-of-way and utility estimates.
