Project Description:

 

The project consisted of studies, cost estimates and recommendations for constructing a by-pass around Springfield, Kentucky to remove the through truck traffic from the downtown area.  Alternate alignment studies were made, grades studied, a planning technical report was prepared to upgrade the Department's existing Planning Report and Environmental Investigations were initiated resulting in a Finding of No Significant Impact.  A Public Scoping Meeting and a Public Hearing were held on the project.  Phase I Design was completed.

 

The Consultant was responsible for:

1.         Environmental analysis and report preparation.

2.         All studies, cost estimates and recommendations for preliminary alignment.

3.         Photogrammetry and manuscripts.

4.         Exhibits for public meetings and hearings.

5.         Technical Memoranda as a supplement to the Planning Report.

6.         Preliminary geotechnical overview.

7.         Preparing and mailing agency coordination documents.

8.         Providing proposed right-of-way and utility requirements to the Department for estimates.

 

The Department was responsible for:

1.         Providing traffic information.

2.         Conducting public meetings.

3.         Preparing right-of-way and utility estimates.
