Project Description: The project consisted of preparation of construction and right-of-way plans for the relocation of Illinois Route 121 from north of Hartsburg, Illinois northwards to the Tazewell County Line.  The new four-lane divided roadway (I-155) was located in a predominantly agricultural area adjacent to the old Ill. 121 pavement that remained in place as a frontage road.  This section began at the north end of the State-designed section that included crossovers to the existing pavement. Plans were prepared for two construction contracts, the first being the Emden Road structure with approaches and mainline grade and drain plans from Emden Road south.  The remainder of the project and mainline surfacing was in the second contract which included multi-box culverts and a diamond interchange at US 136.  Both contracts were under construction from 1990 to 1992 along with most of the rest of the new route from I-55 at Lincoln to I-74 near Peoria.  The entire length of I-155 was opened to traffic in November 1992.

 

The Consultant was responsible for:

1.         Field surveys, including DBE ROW surveys.

2.         All office work to providing grade, drain, surfacing plans and special provisions for construction of the project.

3.         Structure plans for Emden Road over I-155 and old Ill. 121.

4.         Maintenance of traffic plans, including staged construction details and detours.

5.         Diamond interchange design plans – contours and drainage, geometrics, ramp details, channelized intersection details, frontage road relocation, etc.

6.         Hydraulic analyses of multi-box culvert situations and DBE preparation of drainage calculations and folders for the project.

7.         Structural design of several multi-box culverts.

8.         Right-of-way plans, including preparation of deeds and plats for each parcel and a Statutory Plat of Highways to be filed with the County Recorder.

9.         Pavement design.

10.        Signing and striping plans.

 

The Department was responsible for:

1.         Photogrammetric services, including manuscripts.

2.         Geotechnical Investigations.

3.         Title commitments.

4.         An approved Design Report showing geometrics and design guidelines.
