WEST MARTIN LUTHER KING JR. LOOP DESIGN

Dear Mr. Rayan:

In response to your advertisement, Johnson, Depp & Quisenberry is pleased to submit our Letter of Interest and Qualifications for the referenced project.  We have attempted to keep our presentation brief while still providing pertinent information.  JDQ has been involved in providing this type of service for many years and is extremely interested in working with the City of Owensboro on this project.

JDQ's Owensboro office consists of 31 engineers, surveyors, technicians and support personnel who live in and around Owensboro, pay taxes to the city of Owensboro, support Owensboro's economy and are vitally interested in the quality of life in Owensboro and the surrounding area.  Every project we do for the City is extremely important to us all.

We appreciate your consideration of our firm for this important project, and hope that after your review of our qualifications, you will find Johnson, Depp & Quisenberry most qualified to provide a cost-effective design, within the project schedule.

Very truly yours,

JOHNSON, DEPP & QUISENBERRY

Johnson, Depp & Quisenberry has a history of major roadway design in Owensboro as well as the many subdivision streets built by our plans.  JDQ is well acquainted with the Martin Luther King Loop area and has designed roadway and structures similar in nature to those being proposed for this project.

On the J. R. Miller Boulevard project JDQ provided the location and design of a new city street across agricultural land for approximately 1/2 mile and then following an old railroad bed and within that right-of-way for an additional 3.4 miles.  The street was designed as 3-lanes including a continuous left turn lane with curb and gutter for the entire length.  Roadway drainage was contained within the roadway via a separate drainage system to keep additional runoff out of an already overloaded city storm system.  Fifteen street intersections and one railroad crossing were designed, as were retaining walls to protect industrial concerns.  The estimated cost exceeded programmed funds, so the Kentucky Department of Highways turned the project ownership over to the City of Owensboro and the project was redesigned to City specifications at a considerable savings.

Johnson, Depp & Quisenberry has designed several projects on Byers Avenue in Owensboro.  On Byers Avenue to KY 54, the access to the Christian Church Homes campus was designed to meet City standards.  This short street (1,100 feet) included curb and gutter, storm sewer, culverts, detention analysis, removal of paved medians on KY 54 to provide a left turn lane, pavement striping and resurfacing.  JDQ was also responsible for construction inspection and testing, and contract document preparation and specifications.

On Byers Avenue at Horse Fork Creek, our work included survey and design of a two-lane urban street and bridge over Horse Fork Creek.  JDQ was responsible for preparation of construction plans, bridge hydraulics, floodplain permits, structural design and detailing, checking shop drawings, construction inspection and testing, and some utility relocations.

And on Byers Avenue at Veach Road, JDQ prepared contract documents and specifications, performed construction inspection, property owner mitigation and testing for construction of a segment of city street designed by the City Engineering Department.

Johnson, Depp & Quisenberry provided design and construction engineering services for the J. R. Miller Extension project.  This project, when completed, will be the East Martin Luther King Jr. Loop. The scope of this project was to extend the existing J. R. Miller Blvd. from Southtown Blvd. Southward along the old railroad right-of-way to a point south of the Owensboro Center and then Westward to an intersection with US 431.  A connector road (Theater Way) was included in the project.  JDQ provided studies of alternate location alignments taking into account drainage, construction cost, right-of-way cost and effects on utilities within the project corridor.  Each alternate also addressed the location and construction of the Greenbelt.  The results of this phase of the project were published in a Project Location Study Report.

JDQ prepared right-of-way acquisition documentation in the form of plats and deed descriptions to assist the City in the purchase of needed property.

JDQ prepared all construction documents and a Project Manual with specifications.  JDQ assisted the City with the bidding process, prepared bid tabulations, and recommended a responsive and responsible contractor.  JDQ is providing full time construction inspection and materials testing for this project.

Johnson, Depp & Quisenberry recently provided design service to the City on the Scherm Road Ditch Repair project.  This project involved the repair of a ditch bank slide along the edge of pavement on Scherm Road between Christie Place and a previously repaired slide located approximately 450’ downstream from the Christie Place/Scherm Road intersection using a 16’ wide rectangular structural channel section.  Plans were also prepared for the construction of a 16’x6’ reinforced concrete box culvert under Chippewa Drive.  This project included the preparation of all construction documents and a Project Manual with specifications.  JDQ assisted the City with the bidding process, prepared bid tabulations, and recommended a responsive and responsible contractor.

JDQ provided design and construction engineering services for the Grimes Avenue Reconstruction project.  This project upgraded an 18’ wide urban street with side ditches to a 40’ wide curb and gutter section with storm sewers for 0.6 miles south of the CSX railroad crossing.  JDQ prepared all construction documents and a Project Manual with specifications.  JDQ assisted the City with the bidding process, prepared bid tabulations, and recommended a responsive and responsible contractor.  JDQ provided full time construction inspection and materials testing for this project.
